The Proposal: If a team owner drops a player who must be bought out to be dropped you must tell the commissioner or you will incur a $1,000,000 cap penalty for 2 seasons. This penalty is on top of the buyout for the player dropped. This rule proposal is mainly to help the commissioners manage the buyouts.

It's easy enough to notice when a guy gets dropped, not all on Tyler to notice we can help. I'm not a fan of announcing a buyout right away because he could get claimed.

I don't understand how not announcing buyouts privately to Tyler would change the chances of the guy being claimed before the buyout takes effect. Yes, it is easy enough to notice when a guy gets dropped but not always easy to know whether the guy dropped is under the games played limit and thus can be freely dropped (especially true if we lower GP limit). It's more work for the commish to have to double check our work than for us to send a quick kik message, the real challenge here is getting Ty to spell guy's names correctly
