The Proposal: When a team buys a player out they may choose whether to suffer the entire penalty in one year instead of over the remaining term of the contract. If the GM drops the player before the all-star break then they will take the all-at-once penalty for that season only. If they drop the player after the all-star break then they will suffer the all-at-once penalty for the remainder of that season and the following season. This prevents a team from dropping a player with two weeks of the season left and taking the whole buyout penalty only for it to be erased at the end of the season.
Example: Eric drops a player with a $1,000,000 cap hit with 4 years remaining on the deal. He may choose to either suffer a $250,000 cap hit penalty each year for the four years left on the contract or he may instead choose to take the $1,000,000 cap hit penalty all at once in one year.
